Indeed. A career civil servant, a Euromaniac of the highest order, a person who has never sullied his hands by standing for election in any office whatsoever. On top of that he was appointed to his current position (Secretary-General of the European Commission) in highly dubious circumstances which led to an investigation by the European Ombudsman. It found instances of "maladministration" and concluded that the Commission "broke the letter and spirit of EU law". The Ombudsman's findings were (predictably - rejected by the EU Commission. Here's a snippet of the skulduggery surrounding his appointment:

A vacancy for the post of deputy secretary-general was created (by moving the incumbent aside), so that Selmayr could be appointed to that post and, four minutes later, promoted to secretary-general.//
Last week Mr Selmayr announced his resignation from the post and so has the dubious distinction of enjoying - by far - the shortest tenure in the job.

The reason for that, Ikky, is that the politicians deciding on the plan for the 27 are quite happy to see their countries subjugated to a foreign power. Most of our politicians are similarly minded whereas, because they were asked, the people of the UK (unlike those of the 27) have said that they are not happy with such an arrangement.
