Are they used by those who are legless(in a drunken sense), people who genuinely need them, or a combination of both?

Watching 'catch up' TV has left me far behind the times :-(
Obviously the Benidorm officials were as disgusted as you were by the misuse of the mobility scooters, although they are not particularly cheap to hire if you don't need them. I think younger family members were borrowing their older relatives scooters.
Were you going to do a Pub Crawl Pilgrimage Sandy?

For some reason that reminds me of an episode of Para Handy, a coffin and a steep hill. ☺
Love Para Handy, have every episode.
hc - you must have Scottish blood in you. We have an odd sense of humour.
Not as far as I know, big fan of Still Game, too - have every episode :D
If i remember correctly, fat British tourists(sunburnt), usually rode around on them.
Even the cheapest are around £15 a day - I can think of better things to spend my money on. I can see they are a boon for those who genuinely need to use one.
