I am looking for a garden sieve that has holes more than an inch big . Any suggestions where I can buy one.

Without being pedantic, they are usually called "Riddles" - it might help you find one if you use the correct term.
Having said that, the biggest mesh I can find is about 1/2".
I had this problem a few years ago and couldn't find one. I eventually went to my local hardware store and bought wire mesh with inch & a half holes. I then made a wooden box and stapled the mesh to it. It's still in use today.
I use what I think use to be a mushroom tray you’d buy at a greengrocers. It hasn’t got that size holes though.
Dread to imagine the size of weeds and stones you're coping with !

Seems like BIY is your best option.
simple get your hands on a sturdy basin could be plastic and using a drill you would use for wood select the appropriate size and drill holes
I found it hard to believe that you couldn't find a garden sieve, so I googled it and it seems there are plenty out there online.
Some of the better ones had a range of different size, changeable mesh sizes which might be handy for your needs.
