The answer given was a Pelican Crossing. Odd that they first came into use in 1934 and by 1948 there were over 1,000 . Slightly before James Callaghan

In the United Kingdom, the pelican crossing was the first definitive light-controlled crossing for pedestrians, introduced in 1969.

Just had a quick look at the episode and I heard no mention of a pelican crossing.
No Corby, seems we were led down a cul de sac.
