You have no idea on costs or progress or what even needs to be done just simply twisting rumours and scaremongering remain propaganda.
I would suggest to you that the civil service were a bit further along than you think (And I happen to base that on a bit of actual knowledge rather than propaganda).

Well jim, I think you're mixing up spending ages preparing for all eventualities with getting on with something and dealing with issues as they arrive. There will be an optimal balance between the two, which I suspect we've already surpassed. So yes, we could leave today, let along tomorrow. But until government opts to make progress towards leaving (rather than avoiding no-deal and adding extensions in the hope of parliament accepting May's /the EU's guano 'remainer deal') there will be avoidable issues one would run into.
Did you know that "money" was secretly set aside, by Bercow last May 2018!! In anticipation of the 2019 EUSSR local elections, whilst the promise was Brexit means Brexit.. The results are no doubt already known and the "second referendum" ballots completed and the remain vote conveyed to the EUSSR in secret.
