Observer Everyman 3, 781 - 26ac Early on, state administered by old New Zealander? (5) I have S-M-A I can only see SAMOA but I can't work out why. Help gratefully accepted.

Thanks. It's a pretty iffy clue in my opinion.
Yes, the definition is not in the clue. Does this go against conventions?
I also got Samoa but was also puzzled
Usually the definition is at the start or end of a clue, in an &lit clue then the whole word play is also the definition.

Hence my comment an 'almost' &lit, it doesn't fully work.
