This story basically covers a Russian outfit headed by Ruben Vardanyan, and a Prince Charles charity. It includes the statement :-

The oligarch, Ruben Vardanyan, is the former boss of Moscow investment bank Troika Dialog. His lawyers told us he was not involved in the operations, management or activities of the wealth management arm of Troika Dialog Group, and that he has always acted in a transparent way.

A spokesman for Clarence House said the Prince of Wales's charities operate independently of the prince himself in relation to all decisions around fundraising.


So, two organisations where the top man allegedly doesn't know (or has concealed from him) what goes on. So where does the buck stop ?

Presumably it would depend on how high, active interest and decision making is made. If you're just a figurehead one has more justification to claim no real involvement. If you're the individual that those beneath obey the instructions of, it's less plausible to deny responsibility.
Anyway, isn't the obvious answer Buck House ? The clue is in the name.
