Indeed they are. But the usual way to invite alleged miscreants who have perhaps committed minor traffic offences for an appointment with Their Worships is by way of a "Single Justice Procedure Notice". This is so-called because such matters are - initially at least - heard before a single JP sitting with a Legal Advisor in an office, determining matters on the papers.
Of course if recordman has any questions (and would care to provide a few more details) I'd be glad to help as it's something I know a fair bit about.
