This morning on the news they showed workmen installing a sprinkler system in a flat. How do they testit when they have finished without filling the flat with water?

Obviously not tested onsite!! Probably tested as part of manufacturing process.
Yes Danny, not sure if annual inspection is legally enforceable in domestic properties, but obviously advisable. Sprinkler testing will consist of a visual inspection.

One would imagine they hang receptacles below each sprinkler head and then trigger the system

But if it's anything like the guild that covers the building trade ( deliberately not naming them fully) a bit incestuas, you pay the annual fee, and get to use their logo to promote your company and some form of assurance for customer.
TonyV has nailed it: This is just one of the ways that the UK is woefully disorganised and ineffective internally (externally is a story of its own). Regulations are created as a job creation exercise together with political box-ticking. The regulations are furthermore so ineffective, "leaky" and superficial that they are quite untrustworthy. But, hey, the authorities have "fixed" a perceived problem, so they are completely off the hook. Those who prance about with the new "qualifications" rake it in. The public assumes all is well. Best of all, it is quite unlike the way these things are dealt with abroad - different must mean better. Everybody is happy, right.................?

Lol Spath you do make me smile sometimes, this time to the point of damp eyes.
years ago i use to help test sprinklers in shops and we would first drain the system in that area/shop.
Then we would remove the sprinkler head and attach a hose then re-prime the system with water and with the head removed the drop in water pressure would activate the fire alarm....If that makes sense
