Why Is Public Spending Now Referred To As 'investment'?

Every time some of our money is spent they say they are 'investing' in some public service or other. No it's not it's spending, just say it as it is.

Because money can be spent to pay present bills, or to ensure future bills are reduced. The latter is investment.
It's to give the impression that there's a plan, Dave, not just a headlong rush to oblivion with much incompetence and waste.

"Investment" always sounds better than "wanton wastage".
Yes, why do governments waste money investing in things like education and infrastructure such as motorways, rail and housing. You never find private companies wasting money 'investing' in things like new machinery, computer sytems and staff training
