I have been to the Cabinet War Rooms several times for business and pleasure and would say that three hours would give you enough time to visit the War Rooms and nearby Horse Guards Parade as well, or the magnificent Banqueting House on Whitehall from where Charles 1 stepped out onto the scaffold for his execution in 1649.
