I want to empty the trash bin in/on a camera memory card but the message "Failed to delete" comes up and nothing is deleted. What could be the reason and what is the remedy for this ?

Is something from the camera memory card "open" on the PC when you try to delete things? Sometimes a PC won't let you delete something if it's in operation as you could say.
If it's an SD card, is the lock switch in the unlocked position?

Neither of the two above. It is a CF card (no switch) and absolutely no application is open (not even a view of the contents), I plug it in and go straight to Trash to "Empty". Zilch.
Are the photographs protected?
Try using the camera and select format card from thr cameras menus
Tuvok - that will remove everything from the card, not just the trash. The question is "Why do you want to delete the trash?"; it will be overwritten as the card fills.

Update: After trying several times, I tried yet again - this time I looked at the various characteristics/properties, clicking through to open tabs with different labels. Having, to my knowledge, changed absolutely nothing I clicked on "Empty" one more time. To my astonishment this time all the trash was deleted. Don't ask me how or why - I have not a clue.
One of life's mysteries, Karl. I use SD cards in my cameras and each time I have a day taking photos I like to rename the directory to reflect the contents of the day's photos; some days it lets me rename the directory, other days it doesn't. On another day it will let me rename a directory that it has previously refused to let me.
