I don't always feel like defending TTT but the link seems fine to me, Baldric. Maybe you get a different one but mine is headed:

there can be a referendum any time of the Scottish government's calling. but it's a reserved matter under the Scotland act, meaning that legally, only the Westminster government can set a binding referendum. Scotland has applied to westminster for a section 30 order to transfer referendum powers but so far the uk government hasn't responded.
