Dead easy. Just do it in two stages:
1. Use any of the countless video downloading tools that allow you to save Youtube videos to your hard drive. My own recommendation is to use Firefox as your browser, with this extension added to it:

There are loads of other possibilities though, including lots of online services for doing the job. (Simply google 'save youtube online').
2. Once you've saved the video to your hard drive, use any decent burning software to create a DVD. (That, of course, assumes that you've got a DVD-writer in your PC). This is the best of the freebies:
