ok thank, i rang my local one and left a message on monday and still not heard. i dont want to make a trip there if they'll reject it
No, it is a UNCEF ruling.
Unicef doesn't make rules. It only issues guidelines

It's up to individual organisations as to whether or not they decide to follow those guidelines but many (most?) will choose to do so.
