I have read your question several times, but I still can not understand what you are trying to ask? Should the 2nd 'treat' be 'trade'?

If you are referring to people outside the country imposing sanctions, no right at all.

There's a Chinese woman in custody in Canada at the minute. The Americans want her extradited.
Maybe there's more to this case than sanction busting.
