I know this type of problem pops regularly on AB and now it's happened to me. I'd really appreciate any knowledgeable answers or help.
We have 3 phones - 2 cordless on base units and 1 standard corded old style phone. All 3 are giving the engaged tone on pick up and that's what you get if you try to call the number. I have put the corded phone straight into the inlet socket, having removed the splitter and it's still giving engaged tone. The last successful call we know we had was yesterday evening and that was from a mobile.
Second problem is we pay TalkTalk for calls but who do we ring to check for a line fault - TT or BT Openreach who still (I believe) own the line up to the exterior of the house.

You report it to your provider. It is then up to them to contact OpenReach.
seems like connection to your house has a problem I would contact your telephone service provider and let them sort it.
You need to report it to TalkTalk who will then warn you that if the fault is inside your house you could be charged for an engineer's visit. You seem to have proved to yourself that the fault isn't yours by plugging a corded phone into the main socket (I assume the cordless base was not plugged in anywhere), so don't worry about that. A final check to make is to call your landline from your cellphone - the result will be interesting to Talktalk. Talktalk will probably offer to divert incoming calls to your cellphone, if you have one, at no cost to you. On the couple of occasions we've had line faults Talktalk have been very good at keeping us up-to-date via texts.
If you internet is still working (how else would you be posting on here?) you can report the fault by logging in to your account.

Thank you all, yes internet is fine. I've called TT but just get a recorded message that we know there are broadband problems in my area blah blah goodbye. I'll leave it for tonight as I'm getting wound up.
Broadband problems are separate from phone problems.

^ Exactly!!
If you have a 2 part master socket take the front off to reveal the internal socket.Plug a good phone into this socket.If it works then the fault is internal..and may be chargeable.If it dont work then its external and f.o.c.
Hi Prudie… same here.. except we have no dial tone, engaged tone.. nuffink.. were online though and the online message from talk talk is there is a problem in our area..as of 19.30.. ..but it started at about 16.00..we're in somerset.. wonder if the problem is county/country wide?..Our main Phone line is dead too.. Hope we soon all get sorted !

That's interesting crisper. The recorded message I got when I rang them was about problems in Somerset but it only mentioned broadband not phone. I'm next door in Dorset so maybe that's it :-)
The TalkTalk website is currently showing no known problems with phone services. However here's a list of the exchanges affected by the Broadband problem:
