In order to charge at optimal speed there needs to be communication between the device and the charger - especially if they are both fast-charge capable. Some USB charger cables lack a data wire, so, without communication they will tend to charge at the slowest (safest) speed.

It depends what it is plugged in to.

A smartphone plugged in to the mains will charge quicker than one plugged in to a USB slot on a PC or laptop for example.

Yes Guilbert but there is a huge difference between cables when plugged into the same power source.

Minor I'd have thought.

For sure a thicker cable can take more current and has less resistance but I find it difficult to believe it will make a noticeable difference charging a phone battery. A decent plug / socket connection has probably more of an effect.
