You would have to ask someone who's done the puzzle (perhaps Fizi will get back to you) but the wordplay is pretty clear -
Ebay = E+COVE [upset = EVOCE] about A TV I ['flogged' is the anagram indicator].
I'm assuming Fizi overlooked the apostrophe, because it should be 'Ebay's...' so maybe there's a defining word missing also (and 'evocation' was offered as a possible answer, which might mean the clue is linked to another clue.
