Car -No Number Plates- Or Trade Plates ?

Saw a latest VW Arteon -driven by a old-ish gent (no hi-viz).I say that because it had no number plates- or even trade plates.It could be travelling to /from nearest vw dealerships -although there is a 9 miles distance.

The driver probably simply forgot to put his trade plates on the vehicle. (Having spent 2½ years working as a trade plater I know that it's easily done!)
Quite illegal, but there is a tendency to have the plates on the dashboard and rear parcel shelf.
Perhaps his plates fell off? On my last car the plates were held on by double-sided tape, and one fell off while my son was in possession of it.
Some people lie the plates flat on the dashboard and parcel shelf - it makes them difficult to see.

Nah - the Queen always wears Hi-Vis.

someone may have nicked them. I know people who've had number plates stolen
