we have an abandoned car that's been parked up for 6 months on a public road near me, its had parking fines on it, a dvla sticker on it too, (no mot no tax) dvla says it not there job to remove vehicles under 3500kgs.,the council say it's the polices job, the police just informed me it's not, it's the dvla- councils problem, just going round and round. it's laughable,

Is it your old car ?
Not sure where you are, but in Scotland it is the police who remove abandoned vehicles.
Sorry, just re read it.
The DVLA would prefer to try (usually unsuccessfully) to screw as much money in the way of fines from the Registered Keeper. They'd far prefer to do that than actually do something useful, such as arrange for the pile of scrap to be shifted.
