I guess it must be CAPSTAN but unusually, I cannot understand this at all. So am I right and, if so, why?

Sometimes, I get some kind of clue blindness. Crptic bit makes perfect sense now although I still don't know quite what a Capstan is. Online definitions don't fit well with the clue. Thanks
A capstan is used for hauling up an anchor.
