If 'probation' refers to supervision by the Probation Service of an offender who has been released from prison on licence then the answer is almost certainly 'No' because, although each licence will have terms specific to the particular offender, there's a standard term that's normally included which prohibits the offender from leaving the country.

However if 'probation' here refers to the supervision of an offender that's come about through a community order imposed by a court then, as long as any other provisions of the order can still be met, the offender is free to travel abroad. (e.g. if the offender is only required to attend monthly appointments at the probation office then he/she is free to take a fortnight's holiday abroad in between two such appointments).
They'll permission.
