like nobody ever made money out of slavery and handed it on to their descendants.

Like nobody ever walked into the Tate gallery to look at its fine collection of British paintings and wondered how it was paid for.
What a few individual made out off slavery during a time when it was accepted by societies, whoever the gain was passed on to, has nothing to do with folk around today regardless whether they eventually inherited on not: and definitely nothing to do with the general public being asked to pay, nor with descendants of slaves today who will most likely had a better life for having been born here.
When? Depends what world a person lives in. For me the answer is right now.
