My disabled cousin and wheelchair bound husband have just moved into a council disabled bungalow, the council will cut their large sloping garden once a year only. They are in South Wales.
They are keen on nature and would love to have a low maintenance Wildflower meadow, I am unable to help for various reasons .
Are there any voluntary organisations who can help them? I can help provide plants/seeds.

help the aged may be able to advise
Age UK has a Handyperson service in many areas too, they may advise.
Perhaps more likely to appeal to local charities/organisations I would think - suggest they try CAB for contacts.

Thank you Buenchico, I’ve contacted them, their team are now aware and researching help available .
Are they near a university? Some have voluntary groups, I was part of one when I was at uni. Going back a bit now but worth checking.

Or, are there any colleges nearby that run courses like horticulture, where students may be willing to help out for the experience?

Good idea, There isn’t a uni there but I’ll check on colleges.
^^^ Unfortunately 'The College, Merthyr Tydfil' (which is the local Further Education college and linked to the University of South Wales) doesn't offer any relevant courses. I checked earlier on, when Eve first posted.

[Surely they could have come up with a more original name for the place when it opened in 2013, don't you think?]

Spath will do it, he's got too much spare time on his hands.
