Transferring Contacts To A Iphone

My daughter has an old iPhone that has not been backed up for approx a year. (She has been out of the country). She has bought a new iPhone and now wishes to transfer all her contacts but the old phone seems to be stuck on back up. It really is an old phone and there is damage to the home button. I don't have an iPhone (only an iPad). I have suggested she logs into iCloud using a laptop and goes from there. Anyone know another way??

She may well have to update the phone to the latest iOS for it to sync.
