Why do Muslim men wear their trousers at a length a third up their lower leg ?

Mainly because allowing trousers to trail on the ground is considered arrogant and those who do it are likely to end up in hellfire.

The ones I see with such here in my town tend to be the older men, the younger ones mostly (haven't seen them all of course) wear their trousers normal length.

No Derek, you're right - I do see some gentlemen with half mast besides Muslim men - maybe for them it's a safety/tripping issue.
