Are there any laws regarding bonfires?

On Saturday I did a 2 loads of washing and hung it outside to dry. As I had 2 loads I had to put some out later as well. I went to check on the 2nd load between 5 and 6 and my neighbour 2 doors down had a bonfire going and all my clothes of smoke.

I had to rewash everything today and put it out to dry. About half an hour ago I started to smell smoke again so I rushed out to grab my washing which I did just in time.

I've had to close all of my windows even though its hot!!

I would imagine living in rural areas there's plenty of open space and room for bonfires without it impacting on anyone else. Unfortunately, I live a highly populated street with small terrace houses, high noise pollution and other irritating activities :o(

I'd love to live in the lovely, peaceful countryside, however, there is the small factor of money and affordability so I have to make do. I am very lucky to have a roof over my head though so can't complain.
