Re: the selective thing. Yes, that's happened on previous attacks, where it's not been a random van/bomb attack. cf. Tunisia 2015.
I don't think it's necessarily worthy of comment. Sad, but, in today's circumstances a normal part of living in a modern culturally diverse city.

Liège will be both comforted and reassured by the support of our own Prime Minister who:

I particularly like the "resolute...against terror" bit.
