Absolutely- the top brass in the US are entitled to their own airforce- I have always thought Britain should do the same.
YES, but no parachute.
No, the RAF are constantly running training flights, much cheaper to divert one for Boris then having one aircraft hanging around for months waiting for him.
Not a plane per person but I think there should be a ministerial plane.

My main reason for this is that I dont want to be on a plane with them on it - too much of a target (Regardless of the Party in power).

When a minister from this country flies a private jet is hired. David Cameron wanted to convert an RAF plane, conversion cost £10 million, but I don't know if that ever happened. This was to be used by all ministers.
