My neighbour's male cat spends most of his life with me (she's aware of it and doesn't seem to mind as she has 3 others to keep her company). He has taken to making constant yowling noises and is driving me mad. Is he just feeling randy or is it something serious?

Give cat back to neighbour and ask her to keep it indoors if it's driving you mad. Her cat = her problem.
If he still has his balls he'll be more vocal generally. Could be picking up the scent of a female in heat in the vicinity.

He's ball-less, snags, but I think he will have to go home if he carries on making a racket. Mind you, he's shut up now and he's only been doing it for about 3 hours!
How old is he? Cats will often get very vocal as there hearing declines. We had one old would start in the early hours of the morning. It's also a sign of dementia!
He's not deaf, is he? My Caspar is deaf, and yowls for England.
Older cats can get more vocal due to thyroid problems.

Frankie yowls and yowls for hours after we get back from the vet. It is like a distressed baby crying.

OMG. I think I'd better take him home immediately, bless him!
