What`s the procedure for uploading an MP3 tune on to Answerbank?

You can't upload an MP3, or anything else. What you can do is post a YouTube link, like this:

I try to post YouTube links, but they come up as just a link rather than embedded like davegosling's. It's been explained to me and I know it's easy, but I can't do it on my iPad.
Do the links you post actually work, cloverjo? If they do, then it would be AB’s own system that isn’t embedding them.
Route 1:
Upload your file to SoundCloud and share a link here:

Route 2 (more complex):
Create a video file using just a single image (accompanied by your sound track) and then upload it to Youtube before sharing a link here:
https://www.wikihow.com/Create-a-YouTube-Video-With-an-Image-and-Audio-File

Route 3:
Both of the above routes will produce a link which other ABers can just click on to hear the file. Alternatively you could upload the file to a file-hosting site but that would require people to download the file to their computers and then play it in their chosen media player. This site would allow you to do that:

It should be straightforward to embed a You Tube link into AB. It's just a copy and paste of the Url for the page concernered.
