According to the Independent, Theresa May is expected to begin dishing out the £1bn pledged in exchange for the DUP's loyalty without the consent of parliament. Despite May promising in September that MPs would vote on it.

The paper speculates that this could expose the government to legal action by beloved national figurehead Gina Miller (goak here).

Should this spending be approved by MPs or is May within her rights to spend this money?

Surely the money was allocated because NI needed the investment, and the DUP discussions merely brought the subject to light ?
Meanwhile Parliament should have established rules about spending money. They should be adhered to whether they state government can just get on with the job, or has to get parliament to "ok" every little act. It shouldn't be a case of opinion.
Anyway if the House can vote afterwards the money can surely simply be unallocated then. Not like it'd be spent already.

The money was allocated to buy the DUP support because May had frittered away the Conservatives majority.

Krom, the point you raised is an interesting one. Like you I thought that all spending was approved by parliament so I am not sure how she would get round this.
The problem is here that the Conservative supporters will not accept that this money is being used to buy back up votes from the DUP. Because their Stupid leader lost their Overall Majority, when she called the last General Election.

The swivel-eyed loons comment had nothing whatsoever to do with "left-wing name calling".
