Well is it the case the outside the EU the civil servents will have to work harder?

Well that question is answered......You know the one....."How can they get every economic forecast wrong"? Answer.....because they want to, and can.

Each Department of Government has Civil Servants working for it. Apparently Chancellor Hammond wants a soft Brexit so his Department is working to ensure that. The Civil Servants are working for their master, so it is grossly unfair to blame them. If they didn’t do as they were told, they would be sacked.

And then from one Department you then conclude that The Service is against Brexit.

Just a Conspiracy theory not based on any facts.
Agree with Gromit, the CS do as they're told. Want to add because it's still bandied about, as anyone who works in civil service knows, the days of gold plated pensions and jobs for life are long gone.
