I wish to purchase a cheap Freeview or Freesat box which connects to my satellite dish and needs a scart outlet in order to connect to an old tv which doesn’t have a hdml connection. Can anyone advise?

You will have to go for Freesat as Freeview is terrestrial and needs an aerial, not a dish.
You can buy an HDMI to SCART converter for around £20, so SCART outlet need not be a limitation for you.
