With Labour's promise to hit businesses with high taxes where does she suppose this investment that she's so eager to spend is coming from?

Just like it's always been.
Actually I thought that more investment was the Conservatives stated policy.
They have signalled an end to austerity, and committed to infrastructure projects (ie more investment).

It is almost embarrassing how dim some on the Conservative ranks are.

There's no 'or' about it. Labour economic policy is $h1t and then we go bust.

That is exactly what Rayner is saying, but it was not written by Labour. That is from the Conservative Government’s own Treasury Report from No.11.
I wish they would stop calling public spending 'investment' to make it sound as though it's worthwhile.. It's not it's spending. If I go shopping I don't call it investment, it's spending pure and simple.
