Yep. the non consumables are in my car all year round. As well as a battery torch, there is a wind up torch, a wind up lantern and a wind up phone charger....also wellies a warm waterproof coat, a pair of strong work gloves and a hi vis waistcoat. No hot drink (I don't journey far) but sugary sweets and a snack for the dogs, also spare collars and leads. I live alone so no one except RAC to call on.
If I am going on a long journey, than I always pack a collapsible snow shovel in the boot, although, with my current state of health, I am not sure I could dig my way out of any snowdrift !
Being retired I have the luxury of not needing to travel if the weather is bad. If a journey wee necessary then, yes, I would have the cold-weather tackle with me.
