Has he ever worked here and paid into the system?

What benefits do you mean? Disability Living Allowance? Housing Benefit?
Any benefits would be paid to his parents.

There's no simple answer.

If he's retired (or not working due to his disabilities) he might have a 'right to reside', which would entitle him to UK benefits:

If he hasn't got that right then he needs to satisfy the requirements of the 'habitual residence test' in order to qualify for certain benefits:

How has he survived thus far and on what basis is he entitled to benefits having never made any contributions.

If he gets DLA he is already getting benefits. As an EU citizen he is treated exactly the same a someone born in the UK . There will be other benefits he is entitled to.

^^ If he is getting DLA he does not need to have ever worked, it is a disability benefit for those unable to work. The exact same apply if he was born in the UK and had lived here his entire life.
When henry meantions DLA I think henry may be asking whether he would be eligible for DLA
