It doesn't mean that they can vote in both of them.
Where's the proof? In the previous discussion on AB, the Metro link explained how to go about registering for students but nowhere have i seen any proof that students actually voted twice in the last election. Oh, they were 'boasting' about it. Must be true, then! If the Express told me today was Friday i'd have to check. And, yes, i buy the Sunday Express.
The fact that a loophole seems to exist is reason enough to try to prevent it.
Whether some people voted twice or not, if the ability to do so is there clearly it shouldn't be.
It's been like that for years, I knew students who voted twice. The other con that needs addressing is postal voting, in a communal building there is nothing to stop one person stealing all the postal voting documents.
They think they are clever?

They will never appear on 'University Challenge'!!
