Battery Packs In Hand Luggage?

Can you take those battery packs for charging mobile phones and tablets in your hand luggage going through airports? Specifically UK and Spanish airports.

To save you some sums, a 5000mAh charger, delivering 5V is rated at 25Wh (and is thus well within the limits shown for most types of batteries). So, as I read it, you can take 'power banks'...

We took one back from Portugal. We just put it through security, no probs.

So, as I read it, you can take 'power banks' in your cabin luggage.

Note there are additional (much stricter) rules on what you can take on flights to the UK originating in Turkey, Lebanon, Jordan, Egypt, Tunisia and Saudi Arabia.

A friend of mine flies regularly between Italy and the UK, with only hand luggage, and I know that she carries a power bank in her bag. It's never prevented any problems for her.
Yes. ^It's the International Civil Aviation Authority (ICAO) that governs dangerous goods, not the CAA. As far as the rules on tablets from certain countries, it is all about the size of the PED concerned.

Thanks for the answers. Apparently you can only take them in your hand luggage and not checked luggage. I don't know how strict this is though.
