My 17 year old sons passport would be well out of date, his dad lost his last one! When I renew should I start a new application or say it was lost?

He'll be 18 when we travel.

Bit late for that now. I'm sure this situation is not uncommon. The only course of action is renewal.

By the way, it is not at all unusual or illegal for the same person to hold two valid passports at the same time. Especially if you have to visit both Israel and some arab countries.
