WD 40
White spirit or similar solvent (nothing stronger) - even a thin film of engine oil left on it will dissolve bitumen (which most likely is what you are looking at, not tar which is rarely used these days) and can then be wiped/washed off.

WD40 provided the paintwork is in ok condition no rust for example it will remove any wax you may have on the car but it is very easy on the paintwork and softens the tar

Polyclens Brush Cleaner, (NOT poly strippa,) will remove it, will not harm the paint and is 'kind to your hands' and water washes it off.
White spirit - use sparingly.
WD40 will do it.

use tbsp of any washing powder. Now add little water and equal amount of diesel. Now dip a sponge into this solution and rub your car surface with this.
