YES!
Does it address you by name? No

Is there a grammatical error? Yes (United STATE Dollar)

Did you enter any sweepstake?

Meets all the criteria for a scam.
i think vhg's tongue was in his cheek daisy
Big clue: You have won a pile of money when your e-mail address was chosen at random.............. How could you doubt it is scam ? Your address and tens, hundreds of thousands of others were sent the same message, "Dear Beneficiary" supposedly from the European Commission. Delete it completely and finally.
Not that you need convincing but barr.charles is a known scammer

Yes my post was tongue in cheek, it is so obviously a scam.

In fact I am surprised anybody still falls for these sort of "over the top" emails.

And I did search on barr.charles1954 and found he was a well known scammer (assuming he exists at all!)
If you're bored and have time to kill, play along with 'em- it can be hysterically funny.

You can use a throwaway email address for this, such as ...

http://10minutemail.com/10MinuteMail/index.html

Just cut and paste the body of his text into your reply back and take it from there, honestly, they won't notice the different address.
As per Charles Barr..... Wallace Ornstein. Or Ornstein.Wallace is another scammer, he is a real person.. Google him. How does he get away with it??
Totally is can't think of website where they collect them but certainly goverment site that you can post to. Make sure all you internet defences are in place but openining the email may just be an opening into your puter
I've lost count of the emails/texts I get referring to "that injury" I had and the amount of compensation I am "definitely" due, or the claim for damage to my car in a crash (I don't even drive!). Latest one was a guy claiming he was calling about a problem detected with my PC. When I insisted he tell me the name of his company he fished around for a minute and said "Windows", assumably the first IT related thing that came to mind. Needless to say I hung up. PC is fine by the way...
