Further to Prudie's post the RULE is that you can bring back an UNLIMITED quantity of cigarettes as long as they're for your PERSONAL USE. (That includes bona fide gifts to others but not cigarettes for which you'll receive anything in return, even if you don't make a profit).

HMRC's policy GUIDELINE is to challenge travellers about 'personal use' if more than 3200 cigarettes are brought back (or for any other reason that suggests that they're not for personal use, such as bringing back several brands):
