because the lines built by the main line companies were already extensive before the underground was developed, also a lot of the subsoil south of the thames was unsuitable for tunnelling.

Kent is not in London. It is a county outside of London. The clue is in the question

spaced - there are London underground stations in Essex, Surrey, and Hertfordshire which are also counties outside of London
