I will be in London during July of this year and would like to visit the Houses of Parliament visitors gallery while the members are in session. How do I go about getting a pass to the Visitors Gallery? Are tours offered to the public of the chambers?

http://www.parliament.uk/directories/hcio/gallery.cfm should give you some information you need. Note that the summer recess starts on 25th July this year.
I believe you can just queue outside to go in and have a tour. Or you could contact your MP's office and see if you can arrange one through him/her. I think there is a charge but not sure how much.
