My girlfriend may be moving to America from England, and she suddenly has developed a serious eye problem and needs surgery and weekly appointments to the eye clinic, and cannot fly for a while, does this mean the interview will not allow her to go?

Interview?
^ Probably the visa interview at the US embassy.
I think you have to have an interview at the US Embassy if you are planning to move permanently to the US. Not sure if the poster is asking if she will be declined the visa she needs or if she cannot go to the interview,
Assuming that you're referring to a visa interview at the US Embassy in London (which isn't abundantly clear from your post), your girlfriend's suitability for a visa will be assessed on factors that don't include her eye problems.

The only medical grounds for the refusal of a visa are generally those where there's a risk to the health of others:

Surely if she’s moving, she’s had the visa interview?
The OP said she "may" be moving. So maybe not.
Ah, yes.
it won't effect the Visa etc but be prepared to pay massive medical bills if she needs treatment in the US. Even if she gets insurance it wont cover an existing condition. I assume she has a job and is attempting to get a work visa??
