You are in holiday and lockdown comes into force where you are staying? Like an island on the inner Hebrides
Do you negotiate a price with your host?
Thinking of those guys that in the past have been stuck in hotels, could they claim from travel insurance or are they just out of pocket?

Am still not sure what your asking. DO you mean that theres nowhere open locally so you cant enjoy your holiday or you ca'nt eat in the hotel. Or are you talking about having to stay longer if theres no ferrys or flights (altho a thought you could travel home then quarentine)

Ok we have accommodation booked on Islay but what happens if whilst on holiday Scotland goes into lockdown for longer than our holiday. If we can get a ferry due to short notice, does the owner of the accommodation have the right to kick us out or do the negotiate the price.

Normally if a region is going in to lockdown people away from home are told to return home before the lockdown starts (if the lockdown is at their home area). If it is at their holiday address they are still told to go home. That is why we are given a few days warning.
You could check with your hotel before you go and ask them weather and when youll get a refund if the hotel closes. You shouldnt be out of pocket

Islanders may be glad to see the back of the potentially diseased from the flthy mainland and smooth the way for their departure.
