I am writing a book based in Tokyo Japan and for a specific scene I am trying to be fairly accurate to traffic times and other such things, the time in the book for this scene is 3:09 A.M. on march 7th of 2009, the characters are waiting for a car from a business partner and I want to get accurate estimates of time for how long it will take the car to get there. (I tried looking it up, but my search skills suck, so I am asking on here if anyone knows.)

Blast! I was there in May 2009 (just missed the sakura too). Tokyo is busy most of the day, but the businessmen are usually home by midnight (after working till 7,8,9pm and then going for food/drinks), so the roads are pretty quiet from then on. I think Narita is about 70km outside central Tokyo and would take about an hour by road, I'd say.

From where (in Japan) to where (in Tokyo)?
Put from and too in Google maps and it will tel you,
To see what the traffic may have been like find a web cam in the area of Tokyo @ 3am - that will give you an idea of how busy it is now.

Then you can tweak it.

I do not know where the reply button is, so sorry 'bout that, the characters are at Narita international airport, the car would be parked at Gogo parking lot. (I am new to the site...)

On Google maps it says 5-7 minutes when I set departure time to march 7th 2009 at 3 am, is that including possible traffic, because I want to know how bad the traffic would be.

There would be very little traffic around at that time. There is never a huge amount at any time bar a bit of queuing at the traffic lights.
That's in Narita, by the way.
