These are the official links and I used them about 3yrs ago to visit Goa on a tourist visa. Takes time to complete and take the forms to the offices. You've not left yourself very much time, but it's doable.

I am not aware of any availability to get a visa on arrival, always had to get a tourist visa in advance. As your finding out there are many spurious websites offering to supply visa's at high prices and not necessarily faster or correct.
With effect from 16th March 2015, all Visa , Passport, OCI, Consular Services at VFS Application Centres in London (Goswell Road, Paddinton and Hounslow), Birmingham, Edinburgh, Manchester, Liverpool, Bradford, Newcastle, Belfast, Cardiff, Bristol, Glasgow and Leicester will be granted on the basis of appointments only.
Applicants must book an online appointment for all Services (Visa, Passport, OCI, and Consular Services) before visiting VFS Application Centres.
Only one person/applicant is allowed per appointment. For family applications each applicant will be required to book a separate appointment.
Appointment can be booked by visiting after completion of the Online Form via VFS website: http://in.vfsglobal.co.uk/
All applicants will be required to bring the printout of the appointment letter along with the application form at the time of submission. No applications will be accepted without appointment after 16th March 2015.
All applicants must reach at the above VFS Application centres 15 minutes prior to their scheduled appointment.

Here's the link for the visa guide on TripAdvisor which shows you what to put in each field:

So in summary Process is reasonably straight forward
Complete the form on line
book appointment
rock up with form, Photos ( remember 50 x 50 not normal Id photo size), Passport, booking conformation and Itineraries with your name on them, and Special delivery envelope if you want VFS to return you Passport by post.

Alternatively yes there is now a visa on arrival BUT THIS IS ONLY FOR THOSE ARRIVING BY AIR - IF YOU ARRIVE BY CRUISE SHIP YOU HAVE TO APPLY TO THE EMBASSY AS PER ABOVE.
